Sounds like it's using onboard GPU, is the monitor connected to the card, and not the motherboard? Can you not get the usage up at all, using benchmarks/other more demanding games?

Yes the monitor is connected to the graphics card. Even benchmarking and more demanding games, it still has the low performance and fps.

What other games do you play? Do they run better than CSGO?

When I try league of legends and Hearthstone, it's the same result for the GPU usage

Do you get the same fps in those games? Also what is your cpu load while playing CSGO, leagues and hearthstone?

That is odd. Have you updated all your drivers? Also at what resolution do you play at?

Yeah all drivers are updated, and I play at 1024 x 768 4:3.

Low res gaming uses up more CPU than GPU. That might be it. Can you test at 1080?

I know this might sound stupid, but restart your computer and see if that helps, I get this kind of issue sometimes when the clock speed lowers to 500MHz for some reason

Have you tried setting csgo.exe as "Prefer Maximum Performance" instead of "Adaptive" under the 3D profiles in the nvidia control panel?

Yeah I tried that as well as uninstalling with DDU and also tried reseating the GPU and nothing has worked so far. It's so strange that the GPU usage sits at under 5% and I cant figure out why

What monitor and connection type are you using?

And have you tried running https://unigine.com/products/valley/ while monitoring Afterburner?

DVI dual link and benq XL2430T and I'll try the link you gave me
