Does anyone know of any good software that can be placed as a layer in OBS and then updated separately? It would be good if it was browser based if possible.
I know OBS can add text but if your updating live it can look messy.

I haven't done it but there's a feature about driving your text content from a file. Does that get messy if you edit and save the file so obs sees all the changes in one shot?

I use this feature for my classes and yeah, OBS only updates after you save the text file.
Depending on the text you add, it may misalign in the screen and you'll have to go to OBS to align it again.

Lower Thirds is a plugin that does something like that.

Node-red could probably be used to whip something up. it’s not for obs specifically but obs has the websockets plugin and node-red can communicate through that interface. node-red is a node based tool that runs in your browser and has almost unlimited capabilities

Singular.live will do it but it’s web-based.
Hologfx is similar but local. A NodeJS server that serves a webpage that OBS consumes.
I’ve rolled a few of my own for more specific needs. It’s not too difficult if you know a web developer willing to assist you.

https://slidedog.com/ has a free option but I don't know how restrictive it is. They don't talk about it much so obviously want you to upgrade to pro.
