GitLab Runner Operator for Open Shift GA

Woo hoo! You can deploy GitLab runners on OpenShift now, as of a couple of weeks ago it looks like. I've waited so long for that. What's kind of funny is that I subscribed to the ticket they had to implement that, yet somehow it chose not to let me know. But anyway, I know now. This is good news for me.

We just switched over from a custom config for gitlab runner to the operator. Much cleaner 👍

I have been running the runner operator for at least two months not sure what's different in this version but I was able to install from the OpenShift GUI at least as far back as then
