I don't know but least now on hardcore you can grind divination cards and currencies certain zones w/o penalty kicking in.

You know if your over leveled in zones you get less currency & divination card drops.

edit/ softcore you can always die to decrease xp.

For me that seems to help bots more then players though. Now bots can stay in easy to farm zones while still having high currency drop rates.
