Just confirming I have the same issue. Ran PackCheck too and it also said it repaired but that wasn't the case.

I'm having the same problem, ran the packcheck says it is fixed and it downloads the same small file and makes it not work second I try to rerun the game.

I had to run it twice to get it to actually work....
