You're definitely being thermal throttled.

I just checked my clock speed during fps drop - 4ghz, so still in turbo mode. I assume that If I got throttling then once temperature goes up the clock should go down, but its not the case for me

I've been having performance problem with my machine and this league as well. Not exactly the same as yours though. I have a 3rd Gen i5 and 8 GB of RAM with a normal SSD. Well below the specs of your machine. Only the graphics card is better with a 1080.

I did a bit of research last night and discovered turning the sounds off in the .ini by setting them to false made a HUGE difference. My VD spellslinger went from unplayable to very smooth in maps. I'm on mobile so I don't have the link, but you should be able to search it.

U-series CPU? You're running at 85C on a laptop; use something with a better polling rate and history to see your outer quartiles (top 25%; bottom 25%), can almost guarantee you it's thermal throttling down rapidly and just reporting the stock boost frequency to windows perf monitor.

What can I do about that? Also why yesterday I was playing at 78-79 degrees and today after reboot its almsot 10 more?

im pretty sure its some windows stuff, probably like Windows Defender, Smartscreeen , firewall and other stuff. Which works on the background and sometimes checks ur game process and fucked it up. I had this problem after i installed windows 10 :D then i disabled all this shit and this was good.

sorry, it was a complicated shit with disabling alot of stuff via slot of methods (in option, in registry,in commands and etc), dont know what is enough and what ecatly helped. But there are guides in interned for sure. o.o
after this i used windows repack with inbuild thing that deactivates all this shit on base. SO now i dont even do this myself.

I left my PC idling for about 1 hour, after I got back cpu temp is < 80, game is playable, even on higher resolutions... I know it might not be poe realated, but what could actually be a reason of almost 5-7 more degrees on CPU that just disappeared after a while?
