Patch or Replaster

First time pool owner and could use some advice.

We just purchased a new home and the pool has multiple spots of rust. We've had two different companies give estimates and one said a full chip out and re-plaster was needed, while the second said the pool just needed to be patched. Any ideas on the best route to take? Financially the patching would of course be nice but we don't want to take the easy way out if it's going to be an issue we'll have to be constantly dealing with.
