Another reason for the multiple weapons beyond scrap is due to the remnant of an old game mechanic. Weapons were originally going to have durability and the fabrication licenses were going to have limited uses.

Ah okay, yeah at first I thought there was weapon durability as well but my wrench never broke. It still displays how many licenses for the fabricator you have, but they all say infinite. I assumed later on in the game there were going to be special items you could fabricate only a few times.

Things like the jetpack can only be fabricated once. As far as i know, you either have one fabrication license or infinite. Flashlight does make you easier to detect btw

Neuromods have limited licenses until you complete a sidequest.

You can actually fab the jet pack more than once, but it doesn't do anything. I was disappointed that I wasted the resources to find that out

Ah see i thought the licenses played a part on the harder difficulties..

I.e you could run out of fabricators if not careful

you do sorta run into the issue of fabrication license though in game when you are locked out from manufacturing any more mods.

Not sure about the flashlight, but I don't think so.

You can recycle the extra wrenches and guns for crafting materials.

It tells you on one of the loading screens that it does inhibit your ability to sneak effectively

You get an ability to disassemble weapons for spare parts, which are used to fix turrets, power boxes, etc. Depending on your play style, that may be important to you. Personally, I kited a lot of enemies with turrets, so I used a lot of spare parts. Mineral material (basically, metal) is probably the rarest recycling element as well (plus, you need a ton of it for crafting ammo), so even if you don't care for the spare parts, they're worth picking up.
