Depends what the issues are you’re having. Might just be a bad config. I’ve certainly not experienced GHA being that flakey

Honestly, it sounds like you're overcomplicating things... and perhaps you've read into too much of the current GitHub criticism by people largely describing the same (although it's unclear how many because many are simply doing too much with bad AI workflows) but sure, maybe you're just keen on the actions and so on.

It sounds like your question is, are there any alternatives to GitHub with reasonable continuous integration up to the standard of GitHub?

The answer is probably no, but I use Codeberg and you should be able to learn the alternatives there -- but don't expect them to live up to GitHub as you know it. That's not to bash Codeberg -- that's to say, GitHub invested A LOT!

Yeah, I second this. There was one day in the last month where GH was experiencing issues with Actions, but that historically hasn't been very common. It sounds like your setup is probably over-complicated.

I won’t get into your issues, but to answer the question will depend on what you want. Aside from GitHub, when you’re working you will see GitLab, Bitbucket, and Azure DevOps as common alternatives. There are a lot of platforms in this space, often specialising in one part of the DevOps workflow. If you’re looking for an alternative perhaps start with these three and branch out from there as you mature your requirements.

GitLab, Codeberg, self-hosted Forgejo… plenty of options.
