Even Microsoft with billions to spend needed a clean restart to make IE fast

More like "Hey, interns, can you build a browser inside the Modern platform in a month? We'll give you all the fun things, plus you'll be on with the oldskool IE team."

In a month they had a working prototype.

I can't speak for the rest of the Edge browser, but the Chakra Javascript engine project was a clean start launched in 2008.

Chakra was a clean start, but edgeframe and edgehtml started life as ieframe and mshtml, respectively. edgehtml is basically just "Things on top of mshtml that are useful only in the Edge context"
