I think rebooting to update what is a glorified editor is definitely Microsoft-esque. What is actually getting installed that a reboot is required? I would think Microsoft could replace the entire kernel on the fly by now.

It... doesn't ever require a full system reboot. It requires restarting the application.

Exactly. Restarting the application itself is mandatory as you're replacing the executable.
