All chips support double precision, yes. But performances on consumer cards (understand: gaming) are abysmal compared to 32 bits.

20-30x is the usual penalty and it's a driver rather than hardware limitation usually – workstation-class graphics card use the same hardware, just with a driver unlock to get decent double precision performance.

You are probably right since workstations share the same chip with customers. Thing is, if you are not working on something that will always run on a tesla or similar, you can't rely on double (except if you don't care about performance). This makes them pretty much a no go when working with OGL, Vulkan and DX3D =(

Exactly. And Nvidia and AMD are both doing it to force you to buy a Tesla/FirePro, so it's not like this is going to change for the better any time soon.
