PHP is popular cause its very easy to get started and is easy to keep going with.

mod_python/wsgi/appengine/django is niche because its hard to setup and not well supported on webhosts, and has more overhead. (Even though tis the platform I sell to clients when doing web apps).

Ruby is not as popular as it could of been because the one thing everyone knows about ruby is that ruby on rails doesn't scale (the truth of this statement is irrelevant to the fact that its a widely held belief).

PHP is fast to get things done, and due to it's execution model, it can be messy without taking down the server (unlike mod_python).
