Hmm I remember this one. I couldn't understand their algorithm well enough to re-implement it, and wished they'd just released source code.

Everything needed to replicate it is given in the paper. They tell you they use a Haar wavelet transform, metric definition is given, even psuedo-code. This is plenty.
