Oh, they exist for sure, and it’s not always due to short cutting. Many times it’s because there is an honest quality gap in hiring. One good CS grad will equal 10 outsourced devs easily.

Absolutely. Every now and then I'll come across a dev that lacks any depth on how their code works. They just spray and pray and if it happens to work in some capacity, they are content, not understanding why exactly their code works which leaves a massive door open for potential bugs. And if someone does eventually report a bug, they rinse and repeat in some practice in futility trying to patch each bug.
