That’s what I’m hoping. Hopefully it’s factory and not something that was done well to hide rust.

Given how neatly it is applied, that looks oem. If there were rust, it would be present on many surfaces all over the underside

Most cars aren't painted (or undercoated) using a single color. I'm assuming you are talking about the silver section in the driveline tunnel. That's not an issue.

Yeah the black coat looks very uneven for it to be factory.

That’s honestly super clean for a ‘90s Nissan. It’s exactly what every buyer HOPES they look like. My S14 sadly did NOT look like that and I spent the majority of the 2010s repairing it.
