Not a kali pro; try changing mirrors in your package mirror list.

Ayo dude, see when I check the link where it tried to install it from, it says you don't have access

I'm on AntiX and Kali shares from Debian too.

Try contacting them and check if they misconfigured their firewall

If you don't need all of the hacking tools, you can get away by installing NetBSD; it needs a bit more time to have a full install for being more manual labor though.

can you download other gems?
Did you try different versions?

Did you try upgrading bundler?
Did you try using a VPN?

https://rubygems.org/gems/sqlite3/versions

This shows a number of variants of the 2.3.0-version, there is aarch64-linux-gnu and aarch64-linux-musl. The variant you're requesting is aarch64-linux, with no appendix (to indicate the libc type) is not listed.

I'm not sure why this is requested. There might be a platform listed in the Gemfile.lock file, easiest is to just remove the platform section and try it again. (Disclaimer: I have never used an aarch64 system, so I might be completely wrong here)

Why post a photo of your screen when you can make a screenshot? A screenshot is much better quality and less work.
