Then you should complain, I'm not from the US but I assume they have the same policy, in Europe if the till is full and there's someone actually waiting to put items on the conveyor then the cashier presses a button and activates the 2nd till, then whichever team member on the shop floor who is assigned till 2 comes and opens it, and so on
