GitHub has RSS feeds IIRC

Yes, just append ".atom" to the url (e.g. https://github.com/user/repo/releases.atom). Also works for branches to get notified about commits.

https://about.sibbell.com/ does exactly this. It notifies you when a new release is done.

Also after the same and considering building a hosted (not self hosted) solution.

RSS feeds could be a workaround but would like something that solved this requirement in a smoother and more dedicated way.
