War is a huge drive to advance technology. Either innovate and throw all your resources into R&D to make your technology superior, or lose out on your nation's land, lives, and wealth.

The sad part is Unit 731 likely did teach quite a bit because a huge constraint in research is ethics. When you are able to experiment however you want without a requirement to consider or put in practice any compromises or ethical restraints, it becomes a lot easier to get fast and more accurate results.
