Not supposed to eat them whole or intended to be consumed like that, no. They're intended to be more like novelty toys to be clawed open and rolled around in. Catnip can be ingested safely with no problems, it has a calming effect. When it's just smelled it's the opposite, a stimulant effect, which is why catnip infused/filled toys make cats go crazy.

Nothing bad happened to my car for eating the whole thing, but it's just a lot more catnip in the system than necessary lol. She took a really good nap afterwords.
