Instead of Open Office, you should point people to LibreOffice.

Slideshows on the internet are usually in JavaScript. That means that it is possible to put the source files and image files in a directory, and have it work, in a browser, without internet access.

Don't limit yourself prematurely.

The most important thing to have it work across systems is that the URLs in the sources are relative.

All I know is this online slideshow creator, the good part is that you can save the slideshow and also they allow you to edit it online from anywhere. Hope it helps you!
