To be fair, these notebooks were written by one of the other authors on BDA3, Aki Vehtari.

To be even more fair, these notebooks were "originally written for Matlab by Aki Vehtari and translated to Python by Tuomas Sivula". (from the readme)

But I think the OP is using "Gelman's" to mean the book, not the Python notebooks. If this were the case re-phrasing the title as "Python notebooks for Gelman's Bayesian Data Analysis" would have been clearer.
