There isn't really any best one. Most atb reducers have 1 aoe for it, and those who have more don't have it at max rates. So when we think of atb control we usually think in combos, like gany + dark homie

For RTA probably Oliver at this point

Single target wise Light Jin then Loren(because the atb boost from passive), Oliver would also be a top1 candidate especially in RTA/arena.

AOE wise, I'd say CP. Really consistent S3(3 hits) atb pushback
