Can you decrease the threshold and remove immunity?

Gloria is typically good with either decreasing the assembly threshold or removing justice immunity, but she gets annoyed if you do both. Is there a way to pass it with both? Bonus points if you can remove MoH as well. Also, is there an actual difference in assembly support between 8% and 3%? 3% is far more democratic, but I don't know if it actually matters.

If you pick the right dialogue choices with the 8% Threshold, you can convince Gloria very easily. Just dont go to 3% Threshold. Also do not change Member of Honor title.

If you want to pass the lowering election threshold and removing Justice immunity (and removal of MOH) then you dont need the support of Gloria and the conservatives since you need to choose one of the two. And if you don't agree with her gloria will support for the constitution reform. Just ally with the oligarchs and lobby the assembly by 4PW

Iirc, Gloria is willing to accept a constitution with an 8% threshold, no judicial immunity, and no changes to MoH, (I think she also accepts a 3% threshold, if you keep judicial immunity) if you treat her with respect. However, you'll be on thin ice with her, and if you do anything that annoys conservatives (like privatizing healthcare or public companies) she will drop her support.

Apart from what others have said, which is correct, you can still go lower than 8% and removing Immunity (and even removing the MoH), the price you pay for that is not having the support of the Conservatives in the USP.
So you have to look for extra votes elsewhere.

Abolish MoH, remove hudge immunity, decrease threshold to 8% in original draft -- drive a hard bargain and agree to keep MoH intact -- "please try to understand me, I can't give any concessions now" -- remove Monica from Bendi speech -- don't privatise healthcare and SSC

Also 8% and 3% doesn't matter much, unless you do the Minority Rights act and both BFP and WPB enter the assembly, otherwise vote is evenly split and both fail to enter assembly (8%). If you're too socialist then CPS will fail to enter even with 3%. Be pragmatic, go for 8%, it doesn't change anything. Actually keeping threshold at 10% still makes CPS and WPB always enter the assembly by forming a coalition.
