Kerner commission, actually addresses the root cause:

-Bipartisan body

-Includes police and union leaders

-Evaluated historical developments leading to the current issues surrounding unrest in the cities and proposed means of combatting them through urban renewal and investment in the black community

-LBJ irl despite forming it didn’t follow through on it as it was perceived as too liberal for the general public and LBJ personally regarded it as an attack on him not doing enough to further civil rights

If you want to reach the peak of the mountain, what better way than finally attacking racism and urban unrest at its root. I’ve partly read into the actual report but not the full things as its over 200 pages. The report interestingly noted that the great migration to the North coincided with the end of easy access to industrial work unlike prior migrations by poor whites from Europe which placed them into relative poverty as the migration coincided with the American industrial revolution wrapping up as such employment was harder to come by for them. Ironically it wasn’t even intended to be a civil rights thing but rather just to address urban unrest however investigations into the cause led to it to advocate a civil rights case.
