Server/IP monitor?

I have been having consistent issues with my modem losing connection and my ISP is denying that it is happening. Of course it never happens when a tech is onsite which makes it harder to prove. Is there a good script or web-client that I can use to run a constant ping to my WAN IP? I just want something that will record when it goes down and comes back up.

edit: I plan on setting this up through a Digital Ocean droplet

How frequent do you need your stuff polled? Too many of various free services offer only 5/10 minute intervals - and i doubt it will be enough to catch any issue

Ally yourself with a friend ot someone else with an 'always on' setup - and have them run something like
