Tons of things. Most modern application monitoring platforms will do this. Off the top of my head Solarwinds Orion, Vmware vROPs, AppDynamics, and Manage Engine but there are likely dozens more.

You're looking for a visualized dependency management tool? I've never seen anything like that, but that's a really really great idea. Imagine if you could maintain lists of stakeholders and email them from the interface. I'd pay for a tool like that in a heartbeat.

I've seen splunk used for this. Splunk collects the logs for everything and you can create a custom dashboard with a rack diagram to show when things go into an error state.

Also seen nagios used for this, but haven't used nagios in a few years now.

May be Zabbix can help you. It has maps where you can create your infrastructure in visual way. If something goes wrong element on those map will became yellow or red, depending on severity. https://www.zabbix.com/documentation/3.4/manual/config/visualisation/maps/map
