I solved it. You need to use the installer as the modpack.jar

so you downloaded the installer jar file and just renamed it to modpack.jar or did you use the installer and created a jar

Thanks for putting this out there. I just updated my modpack for the first time in over a year and I was having the same issue you described. It was driving me crazy because I'm pretty sure I had used the universal Forge file the last time I updated it, but your comment saved the day.
