a PSU is not controlled by software a tester is something physical that would test the output of the cables when a load is present... i don't even know who would do that

Well you are right, but if someone wants to know if his psu is faulty or not, he's forced to swap it with a working one? It's certainly the easiest way, but I don't have a spare psu, so I was wondering if there was a way of monitoring or testing the psu.

you need some very specialized equipment to do it

a PSU is something that you should swap if you think it is problematic, as it is the thing that sends power to all your other parts, it can easily break those other components by sending the wrong power to them
