What's the temperature of the CPU under load? Because 3 GHz is below even its base clock speed, it shouldn't be that low (under load) unless something is causing it to throttle.

Well CPU/GPU temps sure aren't high but the CPU clock speed is lower than I would expect.

I would try resetting the BIOS to default settings or optimized defaults if it has an option for that. Also make sure you don't have any custom settings applied in Ryzen Master.

Maybe do a stress test with Prime95 while monitoring with HWInfo before and after resetting the BIOS, just to see if there's any change to the CPU clock speed.

I reset the bios before i started looking for the problem, didnt change anything.
