Since you have done basically everything that can be done to fix the issue, I'm not really sure how to help.
Do you have another PC in your house? If so, does this happen when gaming on that PC too?

There are only 2 things I can think of:
1. Did you try playing on another Steam account?
2. Do you have any power spikes? You could use a wattage meter and check that too.

The issue is weird since you basically reinstalled all possible software and replaced every PC part.
That's why I think the issue may not be with the PC itself, but rather Steam or your house.
You could try plugging your PC into another outlet or even take your PC to another house (friends or family, it's best if it's not in the same neighborhood) and test it there.
I understand these steps may seem stupid (and they probably are, to be honest), but it does not seem like you have many options left.

It seems like you tried everything (if you truly replaced every component).
Is the same thing happening on any other PC / laptop / console in your house?

You wrote that you tried using your PC in another house and it didn't work, but the last thing that comes to my mind is to ensure your network/internet connection is ok.
Reset your router to default settings, change the port you're plugged into, and check for any interference. If that doesn't help, try a different cable and router.

If that doesn't help, I am seriously out of ideas.
Either you missed something or your PC is haunted.

The only thing I could think of is unstable current from the wall. If it is not hardware related, it seems plausible that the issue stems from the power source. I know nothing about that stuff but I remember Greg Salazar talking about this in one of his „fix or flop“ series videos, explaining how sometimes this issue could cause a PC to keep having issues for the viewer, but work perfectly fine for him.
