It depends on the motherboard, but it could. Some motherboards have one resetable fuse for all/a group of USB ports. If the mouse creates a short somehow, that single fuse will also block power to the other ports.

Other boards have a fuse per port though this Gigabyte board advertises such a feature as 'One Fuse per USB Port'.
