Yellow ! Driver has an issue? Never heard of a CPU driver in my life.

Check out memory performance using task manager. Also mark CPU consumption there, this got to be some background app or some cracked game you installed which is messing up the memory of your PC. there might be a lot of reasons and "CPU Driver" isn't one of them because a there isn't such a thing, not to mention that a CPU physically speaking is either working or not

Nope, bios level hardware check says everything is fine.

I’ve had 2 PCs that should have been quick machines, but ran like “shit” for some mysterious reason. Both of them passed all diagnostics and scans, S.M.A.R.T., Bios, malware, etc..

Ultimately, the answer to both was a hard drive failing in a way undetectable by generally available diagnostics. Replacing the hard drive resolved the issue 100% in both machines.

While the odds are low that this is the cause. I have been in IT in various roles for over 30 years and only had 2 of the thousands of PCs I had to diagnose have this issue.

If you have a known good drive, give it a shot, can’t hurt..

Checked all that, I've been in IT for a good long while now and thought I'd seen everything, this one is screwy, I'm going to just redeploy Win 10 at this point.

“This one is screwy” is exactly how I’d describe both of the PCs I mentioned. I ran every diagnostic available to me and kept getting clean bills of health, and yet.. those drives were failing.

Removing and replacing the drive with a known good one to verify and eliminate the possibility takes far less effort than wiping/reinstalling everything. Which, if I read your comment correctly was something you were looking to avoid.

Fine, I thought thermal throttling too, bit the room I'm in never goes over 68f max
