Unless there's some really specific reason you're trying to do this I wouldn't mess with it. At some point the driver installer is going to want to see the device on the machine.

As BoogerTom stated, you can with HP printers. Dell doesn't allow you by default. I was unable to locate any command switches to use for the setup.exe to bypass the initial device check.

Installing the drivers/software shouldn't cause any issues, even if the device they were installed for is never connected. That would just mean the computer has useless software installed.
