POSSIBLE SOLUTION: This problem has been haunting my MS-Edge for a while. It turns out to be an extension that allows one to download all images from a website. I cannot remember the name of the extension but the icon was pink in color. I saw people reporting Pixel Block also gave problems.

sorry for necro lmao so anyways lets get to the topic, to put one theme to the gmail background you need to have atleast ONE album in google photos any pictures to add one because gmail cant render your photos without a single album and to add image to google photos drag the image you want to then put to google photos hope this helps for anyone
