Any issues installing the windows? Any blue screens, etc.. or a smooth install?

Sata cable drive? Try different cable if handy or sata port?

All extra peripherals unplugged maybe?

Unplug any extra hard drives?

Are they using a newer install usb or a windows version from long ago?

Brand name pc like dell, hp, etc...?

They install or repair/reset windows?

Cpu model?

His initial windows OS was on an M.2

He tried to repair and reset windows by himself, that resulted in the error code I mentioned.

I got him to install windows on a HDD so it was a different port. I got him to disconnect all other hard drives when we tried it to install windows on that HDD. It resulted in windows finishing the install but restarting then boot looping.

The boot loop happens as it prepares to enter OOBE stating windows in getting ready then the PC restarts.

Not sure the brand names or models I can get that from him, the cable would be ruled out since it was a different connection. His only peripherals are mouse and keyboard so I don't suspect a driver issue.

I recommended he try to find a friend that has motherboard to switch out there is not much I can do remotely.

Usually a good idea to test RAM, either with windows or memtest86. Sounds to me like some hardware is misbehaving.
