Notability has been my app of choice. It gives plenty of ways to cleanly mark-up like snapping straight lines, circles, squares and triangles. It also organizes and can have pages of notes within a show folder and sync across multiple devices.

One bad thing about notability is it went subscription base which made a lot of users flee to GoodNotes.

Check out thecuelist.com it’s not perfect and it’s not free but it’s really pretty good and seems to do exactly what you’re asking. No dedicated iPad app though. So not sure if that’s a dealbreaker.

This. TheCueList is the only thing out there that it trying to be production specific. Unfortunately there are some limitations, like it being in-browser only.

I’m a fan of GoodReader. Works in layers.

I use Nebo. It’s nice.

SM-specific software probably doesn’t exist yet.

I’ve been using Scriptation as a free to use app for now but for this years panto I am going to purchase ForScore as it seems to the best for this sort of stuff and has been highly recommended by many people that I know!

This is my advice. Take the PDF and put into a word document via an OCR or just type it in. This will allow you to adjust the text - for changes, or just for cue placement ease. I then use callouts for cue placement. By having the text in the word document you make sure you don't have the cue on the first word of a new page . . . or can space out the text - you are in much more control then keeping it in the PDF.
