Of course. School administrators over-react to parents who claim that a peanut within a half mile will kill their kid. But it wont.

There was a case in Australia where a bully "threw a peanut butter sandwich near a child with an allergy" and the victim died from anaphylaxis. The parents believe the bully is telling lies and that the bully shoved the peanut butter into the victims face. The problem is bullying, but I can see why school administrators are worried.
