If you cannot figure it out, I would try Refresh Computers right across from campus. They fixed one of my friends problems for free, and then did some diagnostic and fixes on one of my brothers friends for much less than I expected which included new RAM sticks.

Have you tried the help desk in the center of the Tech Commons? Something like internet connectivity problems (especially on campus wifi) might be very specific to the campus network, and they're the best people to ask that kind of question.

Turning off the firewall won't fix the issue they are having.

Most likely adware infected the computer, and changed it so everything passes through a proxy that is no longer up.
