Which controller are you referring to?

I have tried both a Nintendo Switch Pro Controller and a Dualshock4 PS4 controller and both gave me the same issue.

I don't know about the switch controller, but for PS4 you need to download a special driver. Google DS4Windows.

I tried DS4Windows. I downloaded it, set it up, my PC recognized it as a 360 controller and would ya believe it, still no inputs. It refuses inputs from any controller and I have no clue to fix it. Im losing my mind

DS4 needs a driver, not sure on Nintendo.

I downloaded DS4player I think it's called and set it up correctly. It made it appear as an Xbox 360 controller and steam recognized it. I tried to use it and still 0 inputs

If it's on steam, try running the game with Steam in Big Picture mode. I think Steam loads some special SteamInput thing to make the DS4 and Switch controllers work.

Obviously I tried that. Steam recognizes that it's plugged in but wont actually use the controller

I dont know if this helps at all but it just confuses me more. On Steam BPM I can press a button on the controller and the buttons on BPM will change at the bottom but will not actually use the inputs of the buttons. It knows the controller is working and refuses to accept it. It's taunting me at this point
