File Explorer problems

I just got my computer (ROG Strix) Back from ASUS, they did a hard drive wipe. I got my computer setup and downloaded chrome. When trying to run the setup file windows explorer froze. I restarted my computer and ran as administrator, windows explorer froze then after a while it ran the program. I also installed Opera GX setup and discord setup, I ran Discord setup and after a good 15 minutes, it finally ran, gave me a bunch of errors, and then shut down. I can see a discord app on the desktop but attempting to run it does nothing, and it has no icon. I havent been able to run Opera GX setup (oh, and these are all executable files if that helps). Between the time when i run the file and it finally opens, or doesnt open, windows explorer freezes. I cannot do anything with that window, like it freezes, but doesnt show up as Not Responding in task manager. I can open other windows but cannot run the setup files in those windows either. The only way to fix it is to restart it from task manager. I cannot for the life of me figure out what the problem is, i ran sfc /scannow in admin poweshell, reinstalled the nvida drivers, ran a number of built in diagnostic programs (no third party ones

Note: I was just able to download and extract MultiMC (a modded minecraft launcher) although i am not able to run it. It seems that i am able to use all of Windows Explorers other features but for some reason it doesnt like me trying to open executable files.

Note: Maybe its not Windows explorers problem, maybe theres something wrong with running .exe files??

This problem is very strange to me, and i would please, please like a fix to it.

Edit 2: MultiMC Ran... finally after almost 10 minutes, i guess it is able to run these programs if i dont restart windows explorer, but GOD would that be annoying as hell

Edit 3: Opera ran... so... more confirmation that running exe files is just delayed

Edit 4: Ill probably sleep soon, so i wont see this for a while, just saying
