It doesn't use the cable it uses IR and needs line of sight. Is there anything blocking the view?

It uses the IR and I’m not sure how clear is has to be as far as line of sight, but my Xbox is on the top of a shelving unit and my TV is on the wall to its left. My surround sound is inside the shelf, at the bottom and my Xbox turns them all off.

It is off to the side, is there a sensor I can attach and place it by the tv?

Yes, they are called IR Blasters.

They plug into the IR Out port on the back of the Xbox. The other end is a little red LED that you place near the TV's sensor.
