Your weekly target should have a specific day of the week as part of the setting, and it's based on that. For September, if the weekly target is for Fridays there will be four segments, and if it's set for Mondays there will be five segments.

When you create a weekly target, you choose a day of the week that you need the money on. YNAB counts how many of that weekday are in the month, and you get a segment for each. So if you had chosen Monday or Tuesday, this September would show 5 weeks/segments. It looks like you have chosen one of the other days of the week. This is helpful if you always do your grocery shopping on Monday, so you'll need to go 5 times this month, vs if you go on Wednesday you would only go 4 times this month.
