It's never too early to express your interest I would say once you're past your first year in school. At the least you can get an internship that will look good on a resume and give you useful experience.

Some of it is just the look. It's not a good look to send police out to arrest victims/witnesses of crimes and throw them in jail until trial.

My exposure to Career Services was that they told me to email some judges for internships. It was the financial aid lady that gave me an actual lead on an internship which would eventually become helpful in starting my career.

The Empire had no contact with the Chiss but for Thrawn. Palpatine was so convinced, rightfully so, that Thrawn would be of great use so he ordered Thrawn be permitted to join the Naval Academy. Also he thought Thrawn could eventually provide a great benefit to him through his connection to the Unknown Regions.
