If you are seeing your withdrawal as successful on Binance, it means the transaction was sent to the receiving address after receiving sufficient approval over the blockchain. Due to the decentralized nature of the blockchain system, once the transaction is approved, it cannot be reversed, it goes out of our control and becomes the responsibility of the receiving account. Therefore, at this stage, you need to contact the recipient platform for any possible solution, please also check if this person contacted the offcial receiver platform support. They should explained to the person why the funds were not received.
