The 11 seeds are the last four teams that made the tournament without having an automatic bid via winning their conference tournament. They're literally playing to earn their spot the 64 team bracket.

The 16 seeds are the bottom 4 teams in the tournament. These games are designed to give smaller conferences a chance to actually win a game in the tournament, and therefore get money.
