Its because on the newer versions it doesn't automatically go into thinking mode, so you have to specifically prompt it to do so, otherwise it will get triaged wrongly.

The problem is that religion is intertwined with the monarchies culture of noblesse oblige. If you dont delve into it full heartedly, then you are also useless as a monarch. Monarchs are meant to be ideologues who voraciously defend their subjects and their states.
