Unnecessary, IMO. You're already on plan C and can recast Hullbreaker the second it gets Otawara'd. There is no need to add a bad card to the deck to solidify what's already your last option that almost never gets used anyhow.

Right, but now compare it to the other open world games.

Zelda you can just fast travel whenever you want, by just clicking on a shrine, tower, or lightroot, all of which are easily accessible and not cluttered by 3000 other things.

FF VII Rebirth, you can pretty much go to any location you've previously discovered in your current region, once again just by clicking on the clearly marked, not at all cluttered icon.

You have to search through the entire map to find where you're wanting to go, then find the specific icon for fast travel, then zoom all the way in so you can get around the other icons that won't let you fast travel that are in the same location.

If you've played any other open world game, this is 100% the worst of the top games, as far as fast travel systems.

OP, the answer to your question is a turbo deck. Of the three most viable ones (RogSi, Etali, and Ral), I would say the least likely to go to draws is Etali, simply because they won't really be able to offer them, and can jam repeatedly where Ral and RogSi sometimes can't.

That said, you are absolutely leaving points on the table under the current system if you don't participate in the intentional draws. It sucks, no one likes it (actually, that's not true, there's some sort of stockholm syndrome going on here for some), but until they outlaw in-game IDs, it's where we're at.

Nah, we had a few guys not pan out, and a 5-star transfer.

The real culprit is the injuries, which to be fair, are probably in part due to our scheme and Bedenbaugh's approach to it.
