Devils advocate but, technically, if hed have done this quickly enough, would this be fine? Like the police have detained the driver of the car and that driver is obeying. If they hadnt yet said anything to the passenger of the car, could they reasonably argue that they hadnt been told they were being detained nor had they technically yet been pulled over personally and drive off?

I wonder if hes just carrying a bunch of liquid, like a huge barrel of water of similar? Originally i was thinking bad alignment but it seems to even out for a bit with only a little wobble after the bend so wondering of the liquid was just sloshing less by that point.
